I'd suggest that you get a good anatomy book, that has clear photos or drawings of bones and try drawing some.
Drawing skulls or skeletons is no different than drawing anything else. You approach all drawing the same way: block out the overall shapes, refine the shape, shade to give form.
If you want to have the skull or skeleton in a specific position, you need to find references of individuals in that position, then place the skeletal frame in the same pose.
I was going to recommend the same thing. A good anatomy book should give you all of the references you need.
