This is the transhuman Dr. Kimiko Ross from Aaron Diaz' "Dresden Codak" webcomic. Diaz is a fantastic, meticulous artist, and his work is full of symbolism. Plus it's darn cool to look at!

Interesting, not a style I am familiar with. Does it fall into manga or anime?

It's polyglot. The artist is Western, but the character is Japanese (but lives in America.) The art doesn't hew to all the manga conventions. It's kind of post-manga, maybe.
