I really need a turtle WITH, RIDING or USING a rocket
and Im out of ideas and Im not that good with cartoons drawing

Creativity is good and ideas like this are fueled out of imagination. I think you've done a great sketch that shows what you're trying to achieve.
However, imagination needs a lending hand from realism to get the effects that you want.
What you need are images of turtles and rockets and then experiment with ways of combining the two, depending on what scenario you had in mind. If you're looking for a cartoon effect, you still need to know the anatomy of the turtle and the rocket and how you can exaggerate them but still get the effect that you want.
Start out by gathering some images of both subjects, then create thumbnail sketches in a variety of positions til you find the one that you like. Once you have that, you can then start a more detailed drawing, still using real life objects or photos as your reference, but simply morph them into what you want.
