Anime, if done well, requires all the technical knowledge that any other subject does. Unfortunately, there is a lot of bad anime or manga art out there. Because most anime figures are appealing, many people feel attracted to them and want to recreate them. That's not a bad thing, but to draw them well you do need some knowledge and technical skills of drawing and shading.
People often think that cartooning is simple, and true, the figures are stylistic with simple lines, but you need to know about anatomy, backgrounds, colour, shading, etc etc. to make viewers take a second look.
I completely agree with this. I attempted to draw anime and manga a few years ago thinking that it would be relatively easy and oh was I wrong. (As clubs mentioned; I latched onto the 'easy to do' stigma). Anatomy knowledge, I have learnt, is vital for drawing/painting anything remotely humanoid including furries, anthro, manga, anime etc.
The thing is with anime/manga is that it is so ridiculously beautiful in it's simplicity, although it sounds rather hypocritical, it's also so precise and measured and as a result rather complicated. There is also that there are a lot of people that draw/paint in anime/anime-esque style now that you really have to make your particular anime style really strike out to gain that second look that Islander mentioned as well as all the other fundamentals.
But really that's merely my opinion
