It really depends on what kind of ocean you want to draw as to where you start. Can you give me an idea of the type of water? Rough, waves, calm, etc?

All drawings work on the same principle of observation and applying different values, and water is no different. It just seems more difficult.

So give us an idea of what the context is and we can help you more.

What Ive learned is that a lot of people try to make it more complicated than it is. The waves are usually pretty random whether it is calm or violent.

I don't know if this helps but when I was copying another picture I abandoned it and winged it and it turned out fine.
